2004 GENERAL TRACK RULES
Note: All additions
to the rulebook are noted herein by Italicized red text.
1.0) PREFACE
The Waterford Speedbowl Rules are designed to provide
for the orderly conduct of stock car racing events and to reduce the
always-present risk of injury to both participants and spectators
during such events
A Waterford Speedbowl Event is a competitive sports
event, which is intended to be conducted and officiated in accordance
with the NASCAR and the Waterford Speedbowl Rules. Ultimately, the
solution for unauthorized or improper officiating lies not in
individual challenges seeking to undo what has been done, but rather
in pressure brought upon the officials in charge by drivers, owners,
fans, and to improve the caliber of race supervision. Any affected
Member should address any complaint he or she might have regarding
officiating to the Waterford Speedbowl Race Director and/or Managing
Director.
It is ultimately the obligation of each participant to
insure that their conduct and equipment comply with all applicable
Waterford Speedbowl Rules, as they may be amended from time to time.
No express or implied warranty of safety shall result from publication
of, or compliance with, these Rules. They are intended as a guide for
the conduct of automobile racing and are in no way a guarantee against
injury or death to participants, spectators, or others.

Waterford Speedbowl Rules.
All NASCAR Rules will be enforced with the exception
of the following Waterford Speedbowl Track Rules. These rules
supercede any similar NASCAR rules and are in effect for all auto
racing events unless otherwise posted and/or announced prior to the
event. NOTE: Track rules may not apply to touring divisions.
1.1.2 Higher Authority
The rules found herein in addition to the NASCAR rule
book are intended to be the only regulations governing Events at the
Waterford Speedbowl. However, should a governmental agency, such as
the Connecticut Motor Vehicle Department or any other local, state or
federal body, currently have or issue in the future any lawfully
instituted standards which are contrary to those found herein, then
those standards will prevail. If the Waterford Speedbowl Rules are
found to be in part illegal in the eyes of such a governmental body,
only that area(s) of the Waterford Speedbowl Rules found sub-standard
will be void and the rest of the Waterford Speedbowl Rules will remain
in full force and applicability
1.1.3 Effective Date
The Waterford Speedbowl rules are effective upon the
date of publication by Waterford Speedbowl, regardless of when a
Competitor receives actual notice. "Date of Publication" is
the earliest mailing from Waterford Speedbowl offices or release to
the daily or trade press.
1.1.4 Amendment
The Waterford Speedbowl Rules may only be amended by
publication of an amendment in a Waterford Speedbowl Bulletin issued
by Waterford Speedbowl’s General Manager or authorized officer of
Waterford Speedbowl. An amendment is effective upon the date of
publication by Waterford Speedbowl regardless of when a Competitor
receives actual notice
1.1.5 Applicability
Waterford Speedbowl Rules are applicable to all events
run at the "Waterford Speedbowl", 1080 Hartford Road,
Waterford, CT, that are under the supervision or promotion of
Waterford Speedbowl Management and Officials. Any events not under
Waterford Speedbowl supervision will be clearly stated as such and
subject to the rules of whatever non-Waterford Speedbowl entity is
managing that event.
1.1.6 PRIVATE PROPERTY
Waterford Speedbowl is private property. Any person on
this property without the permission of Waterford Speedbowl owners or
management is guilty of trespass and subject to the penalties
prescribed by law. Through your license and registration, you have
been given the authority and the right to be on this property, in
conjunction with racing activities. However, the Administration of
Waterford Speedbowl reserves the right to revoke and cancel this
authority at any time that it is felt that your presence or conduct is
not in the best interests of the sport of auto racing, your fellow
competitors, the fans, management and employees of Waterford
Speedbowl.
1.2) INJURY REPORTS
Any Competitor involved in an accident while on the
racing premises must report to the Safety Director or his designee
before leaving the premises (if such Member is able to make such a
report). If the competitor is unable to report, the crew chief shall
make such report.
1.3) OWNERSHIP OF MEDIA RIGHTS
All competitors agree that all commercial rights to
any and all photographs, video tapes, motion pictures, sound
recordings, etc. made of any event at the Waterford Speedbowl are
owned solely by Speedbowl, Inc., regardless of what party created such
properties. Any sale of such images or recordings, on or off the
Speedbowl premises, is strictly prohibited except by Speedbowl, Inc.
or its officially approved agents.
Any such images or recordings created by non-approved
agents will be solely for their individual and non-commercial use.
1.4) INSPECTIONS
1.4.1 Inspection Area
Only those persons approved by Waterford Speedbowl
Officials may be admitted to the inspection area. Four (4) members of
each team involved in the post race inspection will be permitted in
the inspection area. It is the responsibility of the race team to
determine which members will take part in the inspection. WATERFORD
SPEEDBOWL OFFICIALS HAVE THE AUTHORITY TO REFUSE INSPECTION TO ANY
TEAM HAVING MORE THAN 4 MEMBERS PRESENT IN THEIR INSPECTION AREA. IT
WILL BE ASSUMED THAT THE OFFENDING TEAM IS REFUSING POST RACE
INSPECTION WHICH MAY RESULT IN THAT TEAM'S DISQUALIFICATION FROM THE
EVENT
1.4.2 Car Sealing or Impounding
REFUSAL TO SEAL OR IMPOUND CAR IMPLIES REFUSAL TO
SUBMIT TO TECHNICAL INSPECTION WHICH WILL RESULT IN THAT TEAM'S
DISQUALIFICATION FROM THE EVENT.
1.4.3 Inspection After Race
REMOVAL OF THE CAR BY ANY TEAM WITHOUT RELEASE FROM A
WATERFORD SPEEDBOWL OFFICIAL WILL RESULT IN IMMEDIATE DISQUALIFICATION
FROM THE EVENT.
1.5) RACE PROCEDURES
1.5.1 Finality of Race Procedure Decisions

All decisions by Waterford Speedbowl Officials at
the track involving race procedures are final and non-appealable.
B. Courtesy laps may be granted at the
discretion of the Race Director. A standard number of such laps will
be established for each class at the start of the event or at the
start of any race.
C. Track officials will determine whether
damage is sufficient to cause the car to be towed versus pushed. No
technical assistance will be given by track personnel.
D. In the event of any postponement of race,
any car which took the initial green flag may re-enter the race when
re-scheduled regardless of whether it was running at the time of the
postponement.
E. Any driver who, in the opinion of the race
director, or the NASCAR Chief Steward
cannot perform safely at the front of any line-up will be placed in an
appropriate starting spot in the line-up by order of the Race
Director.
F. Under no circumstances is any car to be
pushed onto the race track from the pit area. No car may receive any
assistance after the white flag has been displayed.
G. When pit stops are made for tire changes,
all lug nuts must be tightened before the car leaves the assigned pit
area. When an Official detects a violation, the car must return to its
assigned pit area for inspection.
H. No changes of driver at any time will be
made without advance notification and approval by the Race Director or
his appointed agent. When the race is in progress, changes must be
made in pits only. A driver is ineligible to receive points for a race
in which he or she has secured a relief driver for the purpose of
enabling the driver to compete in a second race while the first race
is still in progress.
IT IS THE DRIVER’S RESPONSIBILITY TO BE CERTAIN THAT
THE RACE DIRECTOR HAS APPROVED OF, AND IS IN NOTICE OF ANY DRIVER
CHANGES.
Car numbers may not be transferred. Drivers wishing to
change cars must move to a qualified car. Multiple entries by the same
driver are subject to approval by the race director.
I. Alternates will be chosen from consolation
races.
1.5.2 Starting Position Determination
Drivers will be handicapped on a three-week money won
basis. For purposes of handicapping only, all points earned will be
the same as for a regular race event. Any driver absent for three or
more weeks will be treated as a new driver. Any driver that misses an
event will be credited with one win for handicapping purposes unless
that driver was disabled to race due to an accident while racing at
the Speedbowl provided that his/her absence does not extend beyond 3
weeks. No feature winner may start higher than fifth position in any
feature event that earns championship points. Disqualified cars (no
money-no points) will be given 1.25 wins for the event.
For all events your car must be
signed in 45 MINUTES before the first heat race is scheduled.
When a draw system is used for starting position, only
the driver may draw.
When inspections, qualifying races or time trials are
held on days prior to the date of the race, Waterford Speedbowl
reserves the right to seal all motors or impound cars.
Note: For some events, the top
twenty cars in points may be considered as pre-qualified. The car must
still be signed in 45 minutes before racing starts to take advantage
of being pre-qualified.
1.5.3 Race Start
All cars should be on the race track ready to
participate when the pace lap starts, and under no circumstances is
any car not in the starting line-up to go on the track or enter the
race after the completion of the first green flag lap, except cars
which have lined up and started the pace laps.
If a car drops out of the race before the completion
of the first green flag lap, their finishing position will be
determined by their starting position in relation to other drivers
that do not complete the first green flag lap.
Once the field of cars is lined up and the starter
signals the drivers to be ready, preliminary laps may be set at the
discretion of the Waterford Speedbowl Officials. During the
preliminary laps, if a car does not maintain its designated position
in the starting field, Waterford Speedbowl Officials may re-position
the car at their discretion. The race begins at the commencement of
pace laps, but scoring and official distance begins when the starting
flag is displayed.
In the event a driver change is made during the event,
in order for the initial driver to receive points and prize money the
initial car and driver must complete the first official green flap lap
(pace laps do not count). Otherwise, the points and prize money will
be awarded to the relief driver. No driver changes will be permitted
from the start of pace laps until after the completion of the first
official green flag lap.
When the starter gives the "one (1) lap to
go" signal, unless otherwise notified, cars will line up in
columns of two (2) for all restarts. Under special race circumstances,
WSB Officials may amend this policy. Such change will be announced
prior to the race start.
1.5.4 Race Halt
The Race Director will determine whether the racetrack
is in raceable condition for that Event.
A race may be stopped at the discretion of the Civil
Defense Officials and/or Connecticut DMV at any time they determine,
in the exercise of their judgment, that the track is not fit for
racing.
1.5.5 Green Flag (Start of Race)
At The beginning of each race, when the green flag is
given by the starter, cars must maintain position as designated by
Waterford Speedbowl Officials until they have crossed the starting
line. There is no passing before this point. On
restarts, the race will resume immediately when the green flag is
displayed. Cars are to remain in the restart grid until they have
passed the starting line. There is no passing before this point.
Officials may make a special ruling on restarts for any race.
In all races, each car must remain in assigned
starting position until the green flag is displayed for any and all
starts and restarts. The No.2 car must not beat the No.1 car to the
restarting point.
1.5.6 Blue Flag With Diagonal Yellow Stripe (Passing
Flag).
The blue flag with a diagonal yellow stripe signifies
that faster traffic is overtaking the cars being signaled. Cars being
given this flag must prepare to yield to overtaking traffic by moving
to the bottom of track. Any car or cars refusing to yield to the race
leaders are subject to being repositioned in the starting field, black
flagged for consultation with race officials, or removed from the
event.
1.5.7 Yellow Flag (Caution)
The yellow flag signifies caution and this flag will
be given to the first car passing the starter immediately following
the occurrence of the cause for caution. Under no circumstances will
any car in any regular racing division race back to the caution flag.
In those events the line up and restart procedure will revert back to
the last completed green flag lap. The Waterford Speedbowl Officials
have complete discretion to determine the positions of the cars at the
time the yellow flag was displayed and to reposition the cars in
accordance with their determination.
Cars must immediately slow down to a cautious pace on
all yellow flags and fall into single file order.
In the event a caution car is used, no car may pass
the caution car unless directed to do so by an Official in the caution
car. Any cars illegally passing the caution car or race leader will be
black-flagged. The starter will signify one (1) lap before the green
flag will again be displayed.
Pit attendants and mechanics shall not go on the race
track to give the driver water, or for any other reason, while the
cars are racing, or while they are running under the yellow flag. The
only time drivers or cars may receive such services is when they are
completely stopped in the pits.
Cars returning to the race course from the pits while
the yellow flag is out must wait for the rear of the field in the line
behind the caution car, or as otherwise directed by Officials.
No pit crews may push, service, or repair any wrecked
or damaged car until the car has been completely removed from the race
course. "Completely removed" means that the driver, with or
without the help of the Track Safety Crew, has positioned the car so
that its rearmost extremity is past a line painted at the track exit
gate.
1.5.8 Red Flag (Race Stop)
The red flag will be shown when officials determine
that the track is unsafe or if the deployment of safety vehicles to
other areas causes a race delay. All cars will safely come to a stop
immediately in an area designated by track officials. Drivers may only
exit their cars under red flag conditions when given permission by a
track official. No repairs or service is permitted on any car on the
race track during a red flag period by anyone. Cars returning to the
race course from the pit area while the red flag is out must line up
at the rear of the field. Cars which were already in the pits when the
Red Flag condition started may be worked on.
1.5.9 Black Flag (Report to Infield
Immediately)
Black flag means go to the infield immediately and
report to a Waterford Speedbowl Official. It does not mean automatic
disqualification. At the discretion of the Waterford Speedbowl
Officials, if the driver does not obey the black flag directive, the
driver may then be informed that scoring of his or her car has been
discontinued until further notice. There is no "3 lap
grace" rule pertaining to the black flag. You must exit the
racing surface immediately. Scoring stops.
1.5.10 WHITE Flag (One (1) Lap to Go)
When the white flag is displayed it means the leader
has started his or her last lap. If on the white flag lap the yellow
flag is displayed, all cars, regardless of their location on the
track, will slow down and maintain position with respect to other cars
still racing on the race track and will revert back to the last
completed green flag lap and on the restart, there will be a green,
white, and checker finish [feature only]. After cars have received the
yellow flag at the start/finish line there will be no passing as long
as cars maintain a reasonable speed considering the conditions which
exist on the track. The determination of a reasonable speed will be
made by Waterford Speedbowl Officials.
No car may receive any assistance after the white flag
has been displayed except cars on a regular pit stop. Violation will
result in the car not being scored on that lap.
1.5.11 Checkered Flag (End of Race)
When a checkered flag is displayed it means the race
is completed. When the required race distance has been completed by
the lead car, the race will be declared "official"
regardless of any flag being displayed. However, the checkered flag
may appear before the leader has officially completed the final
required lap. The race is not complete until the leader crosses the
start/finish line. All FEATURE races will end
with a GREEN, WHITE, CHECKERED unless in the opinion of the officials
the track is no longer safe for racing.
When the checkered flag is given the leader, the
balance of the field receives the checkered flag in the same lap.
Finishing positions will be paid according to most laps traveled in
the least time, whether the car is still running or not.
The driver receiving the checkered flag first in any
feature race must bring his or her car to the starting line or
designated area and remain there until released by Waterford Speedbowl
Officials. Waterford Speedbowl Officials may also signal after
finishers to go to a designated area. Following the completion of
feature events, the second and third place cars must report
immediately to the start/finish line and the race winner should
proceed immediately to the infield scaling area before reporting to
victory lane.
DO NOT DO BURNOUTS OR CUT DONUTS
ANYWHERE ON THE RACE TRACK OR INFIELD AFTER THE FEATURE EVENT OR AT
ANY OTHER TIME.
1.6) VIOLATIONS AND DISCIPLINARY ACTION
1.6.1 General Scope of Penalties
Penalties for violation of Waterford Speedbowl Rules
are determined by the gravity of the violation and its effects on
fairness of competition, the orderly conduct of the event, and the
interests of stock car automobile racing and the Waterford Speedbowl.
Such penalties may include, but are not limited to, disqualification,
suspension of membership or license privileges, fines and/or loss of
points. A suspension may be total or it may be limited to a suspension
of privileges at the track or for a particular series of Events, or
for a specified or indefinite period of time. The Race Director will
use the following as guidelines for the imposition of penalties
in the situations described below, but may assess a greater or lesser
penalty depending upon the circumstances: The penalties outlined below
are CUMULATIVE for the season and not PER EVENT
A. The following guidelines will be used:
1 Speeding in the pit area
1st offense: $50.00 fine
2nd offense: $75.00 fine and 2 weeks
probation
3rd offense: $100.00 fine and/or 1 event
suspension
4th offense: $150.00 fine and/or 2 event
suspension
2. Roughriding or Excessive Contact
1st offense: Repositioning to rear of field
2nd offense: Removal from the event and loss
of points and money for
that event
3rd offense: $100.00 fine and/or 1 event
suspension
4th offense: $200.00 fine and/or 2 event
suspension
3. Intentional Contact After Race Completion

1st offense: 1 lap penalty and subsequent

3rd offense: Removal
from the event and loss of 50 Championship points
4th offense: 1 event
suspension and loss of 100 Championship points
B. Any Member who permits someone else to use
his or her license or his /her competitor or pit permit; or allows an
unlicensed driver by the speedway to drive your car on ANY race day a
fine of at least $100.00 and suspension.
C. Any competitor who signs the release sheet
or competitor or pit permit for any one else; a fine of at least
$100.00 and suspension.
D. Any competitor or crew
member who assaults or threatens to do bodily harm to any
Official or persons serving under his direction; suspension or
expulsion, and a fine of at least $250.00, and loss of all accumulated
points.
E. Any competitor who, while participating at
Waterford Speedbowl Event, partakes of any alcoholic beverage,
stimulating, depressing or tranquilizing drugs, or is otherwise under
the influence of alcohol or drugs; disqualification, a minimum fine of
$500.00, and suspension or expulsion.
F. Any competitor or any team member thereof
who participates or incites any fight in the pits, track, or on the
race premises at any time.
1st offense $200.00 fine and 2 event suspension
2nd offense $400.00 fine and 3 event suspension
3rd offense Automatic expulsion
G. Competitor or crew
member who commits
an assault with a weapon in pits, on track or on the race premises: A
minimum fine of $500.00, suspension and/or loss of all accumulated
points.
H. If a driver is not present to answer on
first roll call, he/she may relinquish his/her starting position and
start at the rear of the field.
I. Any driver or car owner or mechanic who
fails to notify Waterford Speedbowl Officials of any change of driver
during or before a race event may be fined and/or suspended, and/or
lose all accumulated points.

Any driver not present at
the driver’s meeting will be repositioned at the rear of the
feature field. Any exceptions must be approved by the Chief
Steward prior to the driver’s meeting

Any competitor or crew
member who approaches the scorer’s tower unless specifically
invited by a Waterford Speedbowl Official.-Removal from the race
meet
1.7) POINTS
1.7.1 A driver will be credited only with
points earned in the car in which he or she started the feature event,
and the driver will be credited with all points earned by that car in
that event. Points will be awarded for finishing position only. A
driver is ineligible to receive points for a race in which he or she
has secured a relief driver for the purpose of enabling the driver to
compete in a second race while the first is still in progress. To be
eligible for points, driver and car must complete the first official
green flag lap of the race (Pace laps do not count). No driver changes
will be permitted from the start of pace laps until the completion of
the first official green flag lap. A driver cannot receive points for
more than (1) car in the race.
NOTE: It is customary for drivers to share their point
money with their car owners, and should the drivers be called upon to
name the owners of the cars in which they accumulated the greatest
number of points, they alone will be responsible for their selections.
In case of ties, ties will be broken by using the
greatest number of 1sts in events counting toward that position and if
a tie still exists, 2nds, 3rds, etc. will be considered, until the tie
is broken.
Track points will be awarded for all weekly divisions
according to finishing position as follows.

1.7.2 Point Funds
Waterford Speedbowl reserves the right to establish,
maintain, compile, publish and otherwise operate and award points and
point funds and trophies. All competitors agree to abide by decisions
of the Waterford Speedbowl in establishing and administering the point
funds. Dollar amounts and distributions will be posted during the
season at the discretion of WSB Officials. Certain eligibility
requirements may apply to participation (See point fund information as
posted at the track or inquire with the Track Office.).
ALL DRIVERS EARNING POINT FUND AWARDS MUST BE PRESENT
AT THE 2001 AWARDS BANQUET OR THEY WILL FORFEIT ALL MONIES EARNED. In
cases of EXTREME HARDSHIP, Track Management reserves the right to
approve a substitute person to receive the driver’s award(s) and
monies.
Eligibility to participate in the point fund may be
forfeited by any competitors violating rules and/or regulations prior
to the presentation of the awards at the Annual Awards Banquet.
1.8) SAFETY EQUIPMENT (All Divisions)
1.8.1 "Race-Safe Systems", remote
caution light system now optional in all divisions. Unit used must
meet current track specifications. Check with technical inspector for
details
1.8.2 HELMETS
It is mandatory that helmets be worn by drivers while
competing and that all helmets meet the specs set forth in the Federal
Motor Vehicle safety standard regulations or meet the specs set forth
by the American National Standards Institute, Inc. A face shield or
other acceptable eye protection must be worn at all times. All
helmets must have a SA1995 or SA2000 rating.
1.8.3 SEATBELTS
A quick release belt of no less than 3" is
compulsory. V-type shoulder harness must be bolted to the roll cage
using 3/8" Grade 8 bolts and 1-1/4" washers to prevent
sideward movement of the driver. Where the harness crosses the roll
cage, it must pass through a steel guide welded to the roll cage that
will prevent the harness sliding from side to side. Shoulder harness
inertia reels cannot be used. A center (crotch) belt must be securely
mounted to the lower seat frame at the bottom and to the lap seatbelt
on the top. Where the belt passes through seat edges it must have a
grommet installed, be rolled, and/or padded to prevent cutting of the
belt. Date stamps must be visible and must indicate that all belts are
no more than 3 years old.
1.8.4 SEATS
Only custom manufactured aluminum seats acceptable to
track officials are permitted. All seats must have padded rib
protectors and seat leg extensions on left and right sides. An
adequate padded head rest is mandatory.
1.8.5 Window Nets
Window net must be ribbon type. No string or fishnet
type allowed. The net must be welded with a minimum of 3/8 steel rod
to the upper door bar of the roll cage. The upper part of the window
net must use steel rod and seatbelt clips. All rods must be solid
steel. NO threaded rod allowed. No part of the window net may
be attached to the body in any way. No installations with the
following will be allowed: hose clamps, muffler clamps, tie wraps,
mechanic’s wire. No bolted or riveted installations allowed. Date
stamps must be visible and must indicate that the net is no more than
3 years old.
1.8.6 Fire Safety
All cars must have an adequate fire extinguisher
mounted within the driver’s reach (No extinguisher may be taped to
the roll bars or mounted on the left side door area.). Fire
extinguisher must be of approved class (1301 Halon or equivalent).
1.8.7 Fire Suits
Each driver must wear a NASCAR approved fire suit.
Suits must be in good condition and free of holes, rips, grease, oil,
etc. If your fire suit or helmet is deemed unsafe by Track Officials,
you will not be allowed to compete. Fire resistant gloves are highly
recommended.
1.8.8 Gloves
Fire Resistant gloves are mandatory
1.8.9. ROLL BARS
A. Round steel tubing 1-3/4" x .095 inch"
seamless roll-over bars are compulsory for the basic roll cage, and
must be acceptable to Track Officials. Aluminum and/or other soft
metals are not permitted. Roll bar connections must be welded.
B. All cars are required to have the basic roll
cage configured as shown in diagram #5. The main roll bar (#1 in
diagram #5) must be welded on the top of both right and left frame
rails, then come upward above the driver’s head and across the
inside roof panel. The main roll bar (#1) must also be braced with one
(1) diagonal bar (#5) and two (2) horizontal bars (#6) and (#7). The
diagonal bar must begin at the upper left behind the driver’s head
and end at the lower right of the main roll bar. The horizontal bars
(#6 and #7) must be welded inside the main roll bar (#1) with the
upper bar (#7) at the seat height and the lower bar (#6) just above
the drive shaft tunnel. Extending forward at the outer edges of the
roof panel, from the main cage is the roof bar (#3). The roof bar must
follow the contour of the windshield across the front and be within
four (4) inches of the top of the windshield. The roof bar must also
have a bar (#4) welded from the main roll bar to the roof bar on the
car’s centerline. The front roll bar legs (#2 A & B) must be
welded to the roof bar near the upper corners of the windshield, then
extend down along the "A" posts to the cowl, then straight
down to the top of the frame side rails. An additional dash bar (#8)
must be welded beneath the dash, across the two (2) front roll bar
legs (#2 A & B). Rear support bars (#13 A & B) must be welded
to the main roll bar (#1) at the top and extend to the rear of the
frame in the trunk compartment. The rear support bars (#13 A & B)
must be connected with a bar (#14) that adds extra protection to the
trunk area in addition to being welded to the rear support bars (#13 A
& B). Bar (#14) must have a minimum of three (3) vertical supports
of 1-3/4 inches x .083 minimum seamless round tubing (#15 in diagram
#5) connecting it to the rear frame crossmember. The main roll cage
bar (#1) and the front roll bar legs (#2 A & B) must be connected
with four (4) horizontal door bars (#9 A & B) on both left and
right sides. The top door bar on each side must have a vertical vent
window bar (#10 A & B) welded upward and connecting to the front
roll bar legs (#2 A & B). An optional vertical bar may extend from
the roof hoop bar radiused outward and turn down to the top horizontal
door bar on driver’s side. The minimum 1-1/2 inches steel seamless
tubing should be located in line with the driver. The door bars must
be convex in shape and spaced from top to bottom as equal as space
permits. The door bars must be the same length and have an equal
amount of convex in both the right and left sides. The door bars must
have six (6) vertical studs per side of 1-/34 inches x .083 minimum
seamless round tubing (not numbered but shown in the left side view
diagram #3) equally spaced. Two (2) angular studs (#11 A & B) must
be attached from next to the bottom door bar to the frame rail. Right
side door bars must cover a minimum of 25 inches of door length and
may be either four (4) horizontal bars with six (6 vertical studs or
two (2) horizontal bars and two (2) bars configured in an X design. If
an X design is used, a vertical bar must connect through the center of
the X from the top horizontal bar to the frame. A roof support bar
(#12) must also extend from the right front corner of the roof bar
down to the transmission crossmember. All joints and connections must
have gusset plates for reinforcement.
C. All roll bars within the driver’s reach
must be padded with padding acceptable to Track Officials.
D. For approved location of the various roll
bars, please reference both the basic roll cage diagram (some bars
have been removed for clarity) and the typical roll cage in
each divisions respective section of the rules.
E. Roll bar installation and workmanship must
be acceptable to Track Officials.
NOTE: Certain exceptions to the rules in this
section (1.8) may exist in the rules for X-Cars, Super X-Cars,
Demolition Derbies, etc.
1.9) EQUIPMENT AND GENERAL ACCESSORIES
1.9.1 Additional to car bodies, such as fins,
wings, scoops, signs, etc. will not be permitted in regular racing,
but may be approved for use in special tests.
1.9.2 It is recommended that accessories used
in the interest of safety and stability be submitted for review by
Track Officials. Waterford Speedbowl will establish minimum and
maximum tolerances for safety and stability systems which it reviews
and recommends for general use.
1.9.3 Absolutely NO electric heating pads,
blankets or any other method will be permitted for warming the
transmission, rear end assembly or tires.
1.9.4 No driver shall compete in any event with
head or arm extended out of a closed body racecar.
1.9.5 The Promoter will have safety and
emergency equipment present on the premises prior to the start of any
event.
1.9.6 No racecars shall be allowed on the track
until the track has opened for official practice.
1.9.7 No person shall be permitted to ride on
the outside of a racecar at any time.
1.9.8 No filming devices shall be allowed to
extend beyond the debris fence unless authorized by the Track
Officials.
1.10) APPEARANCE
1.10.1 Cars are expected to be maintained in as
professional a manner as possible. All competitors are expected to
field a very finished appearing car at all times. No
"slab-sided", "custom creations" are to be built.
Retaining the stock contours of all body panels is important. Regular
maintenance of the car’s appearance is expected throughout the
season. Waterford Speedbowl Officials may instruct competitors to
change or maintain all appearance items during the season.
Numbers approved by the track must be 18" in
height and be placed on both front doors and on the roof facing the
grandstands and the scoring tower. Driver’s name must be lettered on
the grandstand side in 3" letters. Also a 3" number must
appear on the top passenger side corner of the windshield and on the
taillight section. NO taped or shoe polished numbers allowed. Cars
must be neatly painted. NO primer only paint schemes allowed. Numbers
must be clear and contrasting. Team cars must be completely
distinguishable from one another. NO mirror or chrome numbers allowed.
Waterford Speedbowl Officials have the right to prevent any car from
competing if they feel it is not in compliance with this section.
The Speedbowl Officials reserve the right in the
public image of the sport, to assign, to approve or disapprove any
advertising, sponsorship or similar agreement in connection with any
event. All competitors agree to accept the Speedbowl Official’s
decision.
1.11) CAR OWNERSHIP/NUMBER ASSIGNMENT
1.11.1 REQUIREMENT
All car owners, even if a driver owns their own
car, must be registered with the Waterford Speedbowl.
1.11.2 APPLICATION
Those wishing to apply for a Waterford Speedbowl car
number should contact the track office for an application.
1.11.3 NUMBER ASSIGNMENT
Car numbers will be assigned by the Waterford
Speedbowl management or Race Officials. Only one number per season per
division will be assigned to a given car owner. Driver changes will
not affect number assignments.
1.11.4 CAR OWNER'S STATUS
Car owners are now viewed as "licensed or
enrolled" as competitors or members and are therefore subject to
all applicable rules and agreements found in the Waterford Speedbowl
rules.

PROVISIONAL STARTING SPOTS
The purpose of the provisional
starting spot is to grant a starting spot to drivers who support the
Waterford Speedbowl on a regular basis and have not been able to
qualify for a feature race
1.12.1 ELIGIBILITY
Drivers in all regular Speedbowl
divisions are qualified for one provisional feature race starting spot
per season if they have competed in 75% of the events at Waterford
Speedbowl during the previous 12 months. Past Champions in any regular
Waterford Speedbowl division will also be granted 1 additional
provisional race starting spot per year provided they have competed in
75% of the races in the previous 12 months. Past champions requesting
a provisional starting must also be actively participating in the
division in which they are requesting to race
If two or more drivers request a provisional starting
position for the same feature race, the driver with the highest number
of points from the current year will prevail. At the beginning of a
new season, the past season points may be used by track officials to
break any ties in eligibility.
1.12.2 RIGHTS OF PROVISIONAL STARTER
Drivers awarded a provisional starting spot per the
above rules, may enter the feature as an additional entrant regardless
of whether or not they participated in the qualification events for
that feature. Provisional starters will be added to the rear of the
field. However, the race handicapper may elect to, due to safety or
other concerns, to place certain competitors behind the provisional
starter.
1.13) "PROMOTERS" OPTIONS
Waterford Speedbowl management reserves the right to
add competitors to any starting line up at their sole option and
discretion.
Speedbowl management reserves the right to add cars to
the starting field of any rescheduled race in which no laps have been
completed

PIT/PADDOCK AREA RULES
1.14.1 In addition to rules governing
competitor entry into and behavior in the pit and paddock area that
are found elsewhere in these rules, the following rules shall also
apply.

No pets of any kind are allowed in the pit or
paddock area.
NOTE: Section 1.14.3 and 1.14.4 are mandatory and
subject to random inspection. Any race team not in compliance with
these rules is subject to penalty.
1.14.3 Protection of the environment is the
responsibility of each individual race team. Each team is responsible
for the containment, collection and disposal of environmentally
detrimental materials. All materials in the possession of the race
team must be E.P.A. approved for the specific use and must meet the
rule book specifications. Each race team is to have a method for
containing and collecting any of these materials which are being
purposely drained or accidentally spilled. Each race team must have a
minimum of an oil drain pan that can be sealed, and a supply of
Speedy-Dri or similar oil absorbent. Waterford Speedbowl will provide
a collection facility for these materials, however it is the
responsibility of the race team to deposit any such materials in the
collection facility. Failure to properly contain and dispose of any
spilled materials will result in suspension and/or penalty.
1.14.4 Fuel can only be transported to and from
the track and from the Fuel Station to the pit area in D.O.T. approved
containers.
1.14.5 Antifreeze or additives of any type are
NOT permitted to be added to the cooling systems of any competing
division at the Waterford Speedbowl. Water of distilled water only.
Any competitor found to be using any coolant additive will be
disqualified for the entire race meet.
1.14.6 Competitors may not use ATV's, carts,
motorcycles, or scooters or motorized personal conveyance of any type
are allowed. Management may grant limited use of such vehicles for
handicapped persons, subject to prior approval and limitations. Race
Officials on an exception basis may allow occasional use of such
vehicles.
1.14.7 Absolutely no alcoholic beverages or
narcotics of any kind are allowed in the pit or paddock areas.
1.14.8 No welding may be done by anyone other
than the authorized track welder
1.14.9 All competitors will park all vehicles
in accordance with the directions of Race Officials. No extra vehicles
permitted in pit area. ONLY VEHICLES WITH RACE CARS EITHER ENCLOSED OR
IN-TOW WILL BE CONSIDERED ELIGIBLE TO ENTER THE RACING PITS. ANY OTHER
VEHICLES PERMITTED TO ENTER THE PIT WILL BE CLEARLY AUTHORIZED BY A
SPECIAL PIT PARKING PERMIT DISPLAYED PROMINENTLY IN A LOCATION
SPECIFIED BY OFFICIALS This will be strictly enforced.
1.15) ROOKIE STATUS
For purposes of "Rookie of the Year" awards,
the following rules apply:
1.15.1 Drivers must apply to be considered in
contention for the award in their division.
1.15.2 A rookie must not have competed in more
than four (4) feature events in their division or any higher division.
1.15.3 Drivers with racing experience from
other race tracks or touring divisions may not be approved.
1.15.4 Eligibility as a rookie is at the sole
discretion of race officials.
