2004 MINI STOCK RULES
Note: All additions
to the rulebook are noted herein by Italicized red text.
Every competitor must make himself/herself aware of and familiar with
not only the technical rules in this chapter, but also the rules
pertaining to safety and officiating in the General Rules section. By
registering as an owner or driver you agree to be knowledgeable and
bound by the contents found herein.
5.1) GENERAL DIVISION DESCRIPTION
The Mini-Stock division at the Waterford Speedbowl is intended to be a
division with stock cars. The cars are required to utilize OEM
standard production parts. If you come up with a part or subject not
covered in these rules do not assume that it can be used or done. For
example, if the rules do not state that you can use a turbo charger
then you very simply can’t. As far as these rules are concerned
there is no such thing as a “Gray“ area in the rules. Every rule
has a specific intention. If you are not sure of that intention then
ask before you get caught or waste time and money. If you receive
special permission to use or do something not covered in these rules
you must get it in writing and it must be signed, dated and shown
personally to the Tech. Inspector to be effective
5.1.1) DEFINITION OF “STOCK” OR “OEM”
In the following rules stock, stock OEM or OEM will mean that a part
or dimension must be from a standard production vehicle. “OEM” is
the abbreviation for original equipment manufacturer. If parts are to
be stock, stock OEM or OEM then they can not be GM Performance,
Bow-Tie, Ford Motorsports, SVO, Direct Connection, or any other
special off-road or racing or performance parts. No carbon fiber parts
anywhere on the car. Absolutely no removal, alteration or covering of
casting numbers, part numbers, manufacturer’s name, logos, insignias
etc. from any item on the car. To do so will make that part illegal
and it will be treated as such.
5.2) Approved Cars:
The Four Cylinder, two Door coupe versions of the following list will
be the only vehicles allowed in the Mini Stock Division
FORD: Mustang, Pinto , Escort
MERCURY: Capri, Bobcat, Lynx
NISSAN: 200SX
TOYOTA: Celica
VOLKSWAGEN: Scirocco, Rabbit, (NO GTIs)
CHEVROLET; Monza, Vega, Camaro
PONTIAC: Firebird Sunbird.
OLDSMOBILE: Firenza
CHRYSLER: Charger, Lance, Shadow
HONDA: Accord
Any exceptions must be approved by Waterford Speedbowl officials.
5.3) GENERAL CAR BODY
Body Specifications
106” Maximum Wheelbase body on the same stock chassis with
manufacturers line. Body and frame must retain all factory listed
dimensions, lines, measurements and angles. All stock rubber body
mounts must be used in all original stock locations. Unibody cars must
connect sub-frames with minimum 2”X3”X.125” rectangular tubing.
No plating of frame allowed.
5.4) DETAILED BODY REQUIREMENTS
5.4.1)Firewalls
Front firewall must be completely stock. All holes in the front
firewall must be closed (Except if the battery is relocated).
Rear firewall must be fabricated completely to enclose entire trunk
area -20 gauge steel welded. All holes in the rear firewall and floor
pan must be closed. Stock Rear firewall and top shelf must be retained
completely. Rear shelf must be at stock angle. Hatchback cars must
extend shelf area to the rear window so as to enclose fuel cell.
5.4.2) Windshield
Windshield must be replaced with 1/8” minimum Lexan, supported by
two vertical straps inside and out.
5.4.3) Frame
Stock 106” maximum wheel base front or rear drive. Stock wheelbase
must be maintained at all times. Allowable tolerances will be ±1/2”
ONLY (NO EXCEPTIONS NO EXCUSES) measured on both sides without moving
wheels. Wheel base may be measured at any time while car is in the pit
area or on the track.
Frame repairs in front of the front shock towers and behind the rear
shock towers may be fabricated with 2”x 3”x.083” max wall
tubing. External dimensions of the repairs must be as close as
possible to the stock dimensions. A 3/4”hole must be drilled in the
side of the tubing to check wall thickness.
5.4.4) Front and Rear spoilers
Spoilers are not allowed.
5.4.5) Other Specifications
A. Exterior Stripping: Door glass, rear window glass, all lights and
lenses, Chrome striping, door handles and outside mirrors must be
removed.
B. Interior Stripping All upholstery, Door panels, headliners,
carpeting, floor padding, sound deadening material, and stock seats
must be removed. Passenger side door frame must be removed, but roll
cage must not extend beyond existing frame.
C. Body Gutting: Hood, trunk lid, roof and driver’s and passenger
side door are the only items on unibody of the car that may be gutted
. Full stock floor pans and stock firewall must be maintained.
Dashboards may be removed, but must be replaced by sheet metal
conforming to similar design of the original dash. Sun roof if
applicable must be welded fully shut.
5.4.6) Hood and Trunk
Easy access to both hood and trunk is mandatory. All latches and locks
closing is accomplished by placing a rod through the sheet metal and
using a clevis pin. Support frame may be removed from hood and trunk
lid. Trunk deck may be removed.
5.4.7) Fenders
Full front and rear fenders for the year, make and model car used are
required. Wheel openings may be trimmed up to 3” maximum for tire
clearance.
5.4.8) Grills
Grills are required and must remain stock configuration and
appearance.
5.4.9) Headlights and taillights
Headlight and taillight openings must be covered.
5.4.10) Door posts
All cars must retain door posts in stock location.
5.4.11) Vehicle Identification Number
The V.I.N must remain at the front of the firewall. It must be clearly
visible and must not be tampered with in any way. Any car with a
missing or altered V.I.N will not be allowed to compete.
5.4.12) Weight
A. Left side weight: 55% Maximum Left Side Weight allowed.
B. Minimum weight: Cars with engine displacement up to 1999 cc,
minimum weight is 2100 pounds. Cars with displacement of 2000 cc or
more, minimum weight is 2400 pounds.
C. 100 additional pounds will be added for double overhead camshafts.
5.4.13) Roll Cage
Must consist of the following (NO EXCEPTIONS): 1-3/4” X .095”
thickness (MINIMUM) seamless or electric welded seamed approved roll
over bars. The main hoop must be installed over the driver’s head
against the roof, out to the door and down to the frame. Rails made of
2” x 3” box tubing and welded to the floor pan and the rocker
panels must be the foundation for main roll cage. 2” x 3” box
tubing must not exit the driver’s compartment to the front or rear.
Drivers door bars must consist of a minimum of three horizontal bars
curving out towards the door skin. Passenger door bars must consist of
three horizontal bars. NO “xing” is allowed
Two (2) support bars must be installed from the top of the main hoop
down to the frame before the rise in the frame. A support bar must be
installed horizontally below shoulder level to connect hoop bars A
petty bar must be installed. Petty Bar may be installed to 2x3 tubing
at bottom of passenger or to floor. If mounting to floor an 8”x8”x
1/4” plate will be used as a foundation. The petty bar will not
extend through the firewall. A bar must be installed between the
center of the dash bar and the center of the upper hoop and curved to
match the windshield. All connecting points must be welded 360
degrees. Additional bars may be added for safety but must not be
attached to the floor boards, frame or sub-frame(seven point frame
attachment only). Vehicles that do not have a frame must weld a plate
no smaller 1/4" X 8” X 8” to the floor and weld the cage to
those plates. Roll bar padding must be used on all bars within
driver’s reach. No car with less than the minimum roll cage
standards will be allowed to compete.(NO EXCEPTIONS) All mandatory
roll cage tubing must be placed as shown in the back of this
chapter.(See accompanying diagrams)If you have any questions call the
tech inspector.
Front and rear hoops are mandatory.
5.4.14) Bumpers
Bumpers standard for the year make and model of the car must be welded
to the frame support to prevent them from coming off or being
dislodged. Bumper ends must be bolted to the fender. Body must be
attached to the bumper ends to prevent hooking. Metal plates may be
used. Tubular front bumpers will be allowed with the use of an
aftermarket front bumper cover. If aftermarket bumper covers are used
then the bumper will consist of two 1-3/4” pipes not more than 1”
apart between the frame rails and one 1-3/4” pipe outside of the
frame rails, with a maximum of two 1” pipe braces per side. All pipe
ends must be capped. The tubing will be behind the cover and not
visible from outside the car, will not extend past the flat surface of
the tire. Aftermarket rear bumper covers are permitted.
The only approved bumper covers are the Mustang Superflex II from
SpeedwayOne.com or equivalent. No
Volvo or aluminum bumpers are allowed
5.4.15) Radiator Supports.
The radiator support may be fabricated however the support and the
radiator must remain in the stock position.
5.5) Engine
A. General Specifications: Stock for year, make and model of car used.
No turbo, rotary, rear engines or mid engines allowed. Engine must
remain in stock location. No boring, stroking, porting, polishing,
balancing, deflashing, deburring, glassbeading, blue printing ,
abrasive cleaning, chemical milling or acid dipping allowed anywhere
in or on engine parts Stock OEM rubber mounts must be used. All
engines will be allowed to be bored to a maximum of .030”
Only normal engine balancing will be allowed.
B. Crankshaft: Stock OEM for year, make and model car used. NO
drilling, lightening, milling or counterweights, balancing, or
stroking allowed.
C. Connecting Rods: Stock OEM for year, make and model car used. No
balancing, Polishing or any other modification allowed.
D. Pistons: Stock OEM or OEM replacement for the year, make and model
car used. No flat top or pop - up pistons of any type allowed. All
pistons must conform to all stock measurements and weights listed for
the year, make and model car used.
No forged pistons allowed.
E. Camshaft: At any time the Camshaft lift may be measured
at the valve, rocker arm or directly on the camshaft. The camshaft
lift may not exceed the gross valve lift of .410"(+.005")
divided by the factory stock OEM listed rocker arm ratio for the
engine's year make and model. NO Rhodes or other variable duration
lifters allowed. Stock rocker ratio must be maintained. No aftermarket
or long slot rockers allowed. No guide plates allowed. NO screw-in
studs allowed. Push rods must be stock OEM only and must maintain all
factory dimensions and weights for the engine used.
F. Timing Chain: Stock OEM for the year, make and model car used
G. Oil Pan: Stock OEM for the year, make and model car used.
H. Water Pump: Stock OEM for the year, make and model of car used.
I. Pulleys: All pulleys must be stock. However you may use a reduction
pulley.
J. Heads: Stock OEM with only normal maintenance machining allowed.
Resurfacing of head may not result in more than 10:1 compression
ratio. Minimum combustion chamber volumes are as follows:

K. Valve, Valve Jobs and Valve Springs:
1. Valves: Stock OEM or replacement for the year, make and model of
car used. NO Pro-flow, or swirl polish valves allowed. Stock OEM steel
retainers may be used.
2. Valve Jobs: Any valve job providing the bottom cut is no more than
3/8” into the valve pocket. No unshrouding of the valves.
3. Valve Springs: One single stock valve spring with dampener
installed at the factory height will be the only spring allowed.
4. Valve Lifters: No solid lifters. Hydraulic cams only. No anti-pump
lifters.
L. Rocker Arms: Stock OEM for the year make and model car used. No
roller rockers of any type allowed.
M. Intake Manifold: Must be stock OEM, 2 barrel, unaltered.
N. Carburetor: The only carburetor allowed will be the HOLLEY 350 CFM
carburetor (part # 07448). NO modifications in any way. Jets may be
changed. Substituting the HOLLEY 500 CFM will result in SEVERE
penalty!
O. Adapter Plate: Any adapter plate may be run to adapt the above
mentioned carburetor to your intake, as long as it does not exceed
1” in thickness.
P. Air Filter: 2” high maximum after market air breathers may be
used. NO carb hats, duct tubing, funnels or hood scoops that lead
outside fresh air to the air filter will be allowed. K&N
type or equivalent filter elements may be used
Q. Fuel Pump: Fuel pump must be stock OEM for year, make and model car
used. Fuel line to the carburetor must be under the floor of the car
and must be protected from exhaust system. Maximum fuel line diameter
is 1/2”. Fuel shut-off valve must be clearly marked and within
driver’s reach while strapped in the car. NO Flow directors allowed.
R. Fuel: Only pump fuel or CAM II racing gas or equivalent may be
used. No additives, alcohol or nitromethane may be used.
5.6) Electrical system:
A. Ignition: Stock OEM points or HEI distributors for the year, make
and model car used only.
B. Spark Plugs: Only one spark plug per cylinder may be used. Only one
ignition coil may be used.
C. Battery: Batteries must be in firewall where heater the core
previously existed. Battery must be completely sealed from the
driver’s compartment. Battery must be secured tightly at all times.
An electrical battery kill switch of at least 1” length handle
clearly marked On\OFF must be placed on the dash to the right of the
driver so as to allow easy access to both driver and emergency
personnel in case of fire and\or accident. All kill and shut-off
valves must be mounted in the car where the driver can reach them
while strapped in the car. Passenger car batteries only.
5.7) Cooling system
Radiator: any stock passenger car radiator that fits into the stock
location may be run. NO aftermarket. NO aluminum. Only water may be
used as an engine coolant. NO anti-freeze or other additives. The
radiator dump can must be mounted between the engine and the front
hoop in the engine compartment. Capacity must be at least one (1) U.S
gallon and be securely mounted.
5.8) Exhaust system
A. Exhaust Manifold: Stock OEM cast iron exhaust manifold ONLY with NO
modifications in any way. HEADERS ARE NOT ALLOWED.
B. Exhaust Pipes: Maximum exhaust pipe diameter is 2 1/4 " OD.
Exhaust pipe must remain 2 1/4" OD all the way back to the
muffler and return to 2 1/4" OD at the exit of the muffler.
Exhaust pipe and exhaust gases will exit behind the driver, 3 inches
in front of the rear wheel. The exhaust pipe exit must be flush with
the outer edge of the quarter panel.
C. Mufflers: A noise reducing muffler must be used. The only approved
muffler for the Mini Stock division is the Lobak # RCM-25-12-25 or the
Moroso #94050. Mufflers must be used as purchased without alteration.
5.9) Drive train
A. Clutch: clutch and pressure plate must be stock OEM for the year,
make and model car used. NO modifications of any kind allowed. No
racing clutches of any kind allowed.
B. Flywheel: Stock OEM for the year , make and model car used. NO
aluminum fly wheels allowed. Flywheel must weigh a minimum of 20
pounds.
C. Transmission: Stock 3, 4, or 5 speed standard transmissions only.
NO automatic transmissions. High gear ratio must be 1 to 1 only. All
forward and reverse gears must be in working order. NO grinding,
removing, or machining of internal rotating parts.
D. Drive Shaft: Stock OEM for the year, make and model car used.
ABSOLUTELY NO aluminum or ultra-light drive shafts allowed. Two (2)
drive shaft hoops must be installed. Hoops must be made of at least
1/4” x 2” flatbar and be placed within 6” of universal joints.
Loops must go completely around shaft. Driveshaft must be painted
white!
E. Rear End: Stock OEM for the year, make and model car used
ABSOLUTELY NO modification to the rear end is allowed. Stock width
rear must be maintained for the year make and model car used. NONE of
the following will be allowed: Locked rear ends, welding or shimming
of the spider gears, posi-rears, limited slip rears or Detroit
lockers. One (1) wheel must spin freely at all times. Axles must
maintain stock dimensions.
F. Wheels and tires
Right front rim must have reinforced center. Aftermarket rims may be
used on all four tires with a 7” maximum width. In no instance will
there be more than 3-1/2” from the bolt surface of the hub to the
outer edge of the rim. Oversize lug nuts are mandatory. No aluminum or
magnesium wheels allowed. The Waterford Speedbowl track tire as posted
must be used
No wheels are allowed that do not meet the specifications and
tolerances of the Tire and Rim Association. Specifically,
“oversized” wheels which have an increased circumference of the
bead flange are NOT allowed.
The use of tire altering chemicals is forbidden.
See Track Tire Specifications as posted for minimum/maximum allowable
tire pressure.
5.10) Suspension:
A. Any rated Coil spring that fits in your spring pockets
without any modification to the spring or spring pocket may be run.
Springs may be cut. Spring spacers may be run. Adjustable spacers may
be run but must be removable. NO jacking bolts will be allowed. Leaf
springs may not be shortened but may be heated. Adjustable shackles
may be run. NO alterations or modifications of any kind allowed to the
shocks, front and rear suspension, hubs and spindles or “A”
frames.
B. Any stock OEM swaybar up to 1-5/16” diameter that bolts to your
car without modification to the swaybar or car in any way may be run.
Swaybar end links may be replaced with threaded rod. Polyurethane
bushings will be allowed in swaybar mounting locations only.
C. Stock replacement shocks/struts only. NO racing shocks/struts of
any kind. NO adjustable shocks/struts. Front and rear shocks/struts
must be a matched pair, left to right. All shocks/struts must mount in
the stock position for that year, make and model with No extensions,
spacers, washers, etc. The only approved shocks for Ford cars will be:

Unless authorized in writing any part related to a
sport/special-handling package will not be allowed. All other makes
must have comparable shocks/struts and must be approved in writing by
Waterford Speedbowl Officials
D. Cars must maintain 6” ride height to the lowest part of the frame
with the driver in the car. NO exceptions, NO excuses.
E. Right side strut tower may be cut and moved a maximum of 1” from
passenger side to driver’s side only (No moving front to back). Strut
towers may be slotted for camber however the tower may not be cut to
clear the strut.
No other modifications to the strut tower are allowed. It must be
completely rewelded.
F. Weight may be added anywhere between the frame rails. Weight must
be securely bolted to the frame and must be painted white and clearly
marked with the car number and division.
5.11) Steering
Quick release steering wheels are mandatory.
5.12) Brake system
Standard stock Hydraulic brake system for the year, make and model car
used must be completely retained. All four (4) individual braking
units must be operable at all times. Front disc and rear drum only are
allowed. NO rear disc brakes allowed (except Nissan). No drilling or
lightening in any way of the following: rotors, calipers, drums,
backing plates, shoes or pads. No aluminum drums allowed,
5.13) Fuel system
A. Fuel Cell: Fuel cell must be relocated into the center of the trunk
and must be securely strapped in place. Rear firewall and package tray
must be replaced with 22 gauge sheet metal. All openings in rear
firewall must be covered. Gas lines running under the floor must be
steel using standard hose clamps. FUEL CELL MUST HAVE 12” GROUND
CLEARANCE. Fuel cell must meet safety requirements for installation.
The fuel cell cap must be painted white with the car number on it for
identification.
5.14) Other Specifications
A External Nerf bars may be used between the wheels only. Nerf bars
must be skin tight to the body made of 1”maximum round steel tubing
only. Minimum wall thickness is .063”. Maximum wall thickness is
.125”. Nerf bars must be fabricated so as not to damage other race
cars and are subject to the approval of Waterford Speedbowl Race
Officials. Nerf bars bolted through the body will use carriage bolts
only.
B. Mirrors: One (1) 2” X 10” mirror mounted in the center of the
car. NO other mirror configurations allowed.
C. Radios: One way communication between the Race Director and the
driver is mandatory for 2003. Each car will have the following FM
Communication system installed.
