GENERAL AND SAFETY RULES

ALL DIVISIONS

THE FOLLOWING RULES ARE GUIDELINES FOR BUILDING AND OPERATING A RACECAR. THE RULES ARE DESIGNED TO PROMOTE FAIR AND COMPETITIVE RACING. BY ENTERING A RACING EVENT, OWNERS/DRIVERS HAVE “ACCEPTED”, “AGREE TO”, AND “WILL ABIDE BY” RULES ISSUED BY THOMPSON INTERNATIONAL SPEEDWAY.  ALL EQUIPMENT AND PARTS ARE SUBJECT TO TRACK APPROVAL. NO EQUIPMENT WILL BE CONSIDERED AS HAVING BEEN APPROVED BY REASON OF HAVING PASSED THROUGH INSPECTION UNOBSERVED. OFFICIALS CAN ASSESS WEIGHT PENALTIES FOR CARS AND/OR PARTS THAT DO NOT MEET THE RULES. ANY CAR OR PART THAT DOES NOT MEET THOMPSON INTERNATIONAL SPEEDWAY RULES MAY BE DEEMED INELIGIBLE FOR APPROVAL AND/OR COMPETITION. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM THE PUBLICATION OF OR COMPLIANCE WITH THESE RULES. THEY ARE IN NO WAY A GUARANTEE AGAINST INJURY OR DEATH TO PARTICIPANTS, SPECTATORS, OFFICIALS OR ANY OTHER PERSON INVOLVED. THOMPSON INTERNATIONAL SPEEDWAY RESERVES THE RIGHT TO AMEND THESE RULES IN THE INTEREST OF SAFETY AND/OR TO PROMOTE FAIR AND COMPETITIVE RACING.

POINTS: WILL BE AWARDED FOR ALL POINT RACES.

CAR NUMBERS: ALL CAR NUMBERS MUST BE REGISTERED AND APPROVED BY THE SPEEDWAY. THOMPSON INTERNATIONAL SPEEDWAY RESERVES THE RIGHT TO CHANGE NUMBERS TO AVOID DUPLICATE NUMBERS AND CONFUSION IN SCORING. FAILURE TO COMPLY WITH THIS WILL RESULT IN EJECTION FROM THE RACE PROGRAM. ALL CAR NUMBERS MUST BE AT LEAST 18” TALL ON BOTH DOORS AND ON THE ROOF (FACING GRANDSTANDS FROM THE BACKSTRETCH). GOLD OR SILVER FOIL NUMBERS, OR ANY NUMBER(S) THAT IS DIFFICULT TO READ WILL NOT BE ACCEPTABLE. CAR NUMBER(S) MUST ALSO BE ON THE RIGHT UPPER CORNER OF THE WINDSHIELD, 4" TALL AND WHITE IN COLOR.

DECALS AND PATCHES: NASCAR WEEKLY RACING SERIES DECALS MUST BE PLACED ON THE TOP FRONT OF BOTH DOORS. THE NWRS PATCH MUST BE PLACED ON THE CHEST AREA OF THE DRIVERS UNIFORM. FAILURE TO DISPLAY THE DECAL AND/OR WEAR THE PATCH WILL RESULT IN A COMPETITORS’ LOSS OF ELIGIBILITY TO RECEIVE AWARDS.

HANDICAPPING: IS BASED ON THE DRIVER, NOT THE CAR, WITH THE EXCEPTION OF CERTAIN SPECIAL EVENTS, STARTING POSITIONS WILL BE DETERMINED BY THE DRIVERS HANDICAP. A DRIVERS HANDICAP IS BASED ON MONEY WON (BASED ON REGULAR EVENT), ACCUMULATED DURING THE LAST THREE EVENTS. ANY DRIVERS MISSING AN EVENT WILL BE CREDITED WITH A WIN FOR HANDICAPPING PURPOSES. ALL NEW DRIVERS AND DRIVERS MISSING THREE CONSECUTIVE RACES WILL START TO THE REAR. FEATURE WINNERS WILL NOT START CLOSER THAN FIFTH STARTING SPOT. AT THE DISCRETION OF THOMPSON SPEEDWAY, A DRIVER MAY BE DENIED AN “UP FRONT” STARTING SPOT, IF IT IS DETERMINED THAT IN THE BEST INTEREST OF SAFETY THE DRIVER IS NOT COMPETITIVE (UNABLE TO KEEP UP TO SPEED).

RACE STARTS: THE “STARTER” WILL CONTROL THE INITIAL GREEN FLAG START OUT OF TURN FOUR, NO PASSING BEFORE THE START/FINISH LINE. ALL RESTARTS WILL BE OUT OF TURN FOUR AT THE SAFETY LIGHTS, ANY PASSING BEFORE THE START/FINISH LINE  WILL BE TO THE RIGHT ONLY. 

CAUTION FLAG: ALL CARS MUST IMMEDIATELY SLOW AND FALL INTO SINGLE FILE. ANY CARS WANTING TO PIT MAY DROP TO THE BOTTOM OF THE TRACK, BUT MAY NOT PASS THE PACE CAR BEFORE ENTERING PIT ROAD. ANY CARS NOT IN SINGLE FILE OR PASS THE PACE CAR WILL BE PENALIZED.

INFIELD PITTING: WHEN INFIELD PITTING IS IN EFFECT, A TIME LIMIT WILL BE ESTABLISHED TO ALLOW TEAMS TO MOVE EQUIPMENT AS EFFICIENTLY AS POSSIBLE TO AND FROM THE INFIELD. NASCAR PIT RULES WILL BE IN EFFECT.  MAXIMUM OF FIVE PEOPLE OVER PIT WALL.  A STOP & GO OFFICIAL WILL BE AT THE EXIT OF PIT ROAD. PIT STALLS ARE DETERMINED BY THE STARTING LINE-UP. ABSOLUTELY NO FUELING OF CARS OR FUEL CONTAINERS ALLOWED ON PIT ROAD OR INFIELD. NO TOOLS, EQUIPMENT OR STANDING ON PIT ROAD WALL! CAR NUMBER MUST BE DISPLAYED ON PIT CART/TOOL BOX TO BE VISIBLE FOR PIT ROAD OFFICIALS. THE CAR “DRIVER” IS RESPONSIBLE FOR HIS/HER CREWMEMBERS ACTIONS ON PIT ROAD OR UPPER PIT AREA.

POST RACE INSPECTIONS: THE TOP FIVE FINISHERS IN ALL FEATURE EVENTS MUST GO DIRECTLY TO THE SCALES (THE FEATURE WINNER GOES TO VICTORY LANE). DO NOT STOP AT YOUR PIT STALL OR ANYWHERE ELSE. NO CAR WILL BE CHECKED BY THE CREW UNTIL AFTER IT HAS BEEN ACROSS THE SCALES, THE CAR MUST REMAIN AS IT FINISHED THE RACE. FAILURE TO COMPLY WITH THIS RULE WILL RESULT IN DISQUALIFICATION. ANY PART OR PARTS FOUND TO BE ILLEGAL DURING A POST RACE INSPECTION WILL BE CONFISCATED. THE DRIVER WILL BE ASSESSED A PENALTY AND OR DISQUALIFICATION AS DETERMINED BY SPEEDWAY OFFICIALS. THE INSPECTION DECISIONS ARE FINAL, NON-APPEALABLE, NON-REVIEWABLE AND NON-LITIGABLE.

SCALES: ARE OPEN FOR COMPETITORS USE THROUGH OUT THE DAY. CARS MUST BE PUSHED ON & OFF SCALE PADS. SCALES WILL BE CLOSED ONCE HEATS/ FEATURES START FOR USE BY THE OFFICIALS.

PROTESTS: SEE SECTION 13-1,13-2. ALL PROTESTS MUST BE SPECIFIC, ONE SPECIFIC ITEM. MAY NOT BE A VISUAL ITEM. THE VEHICLE BEING PROTESTED MUST HAVE FINISHED AHEAD OF YOU. CHIEF STEWART HAS THE RIGHT TO REFUSE ANY PROTEST. ALL DECISIONS BY THE CHIEF STEWART ARE FINAL, NON-APPEALABLE, NON-REVIEWABLE AND NON-LITIGABLE

GENERAL SAFETY RULES: ALL DIVISIONS WILL FOLLOW THE NASCAR RULES AS LISTED UNDER “PERSONAL SAFETY EQUIPMENT”, PARAGRAPHS 6-4 TO 6-4-3 AS PUBLISHED IN THE NASCAR WEEKLY RACING SERIES RULE BOOK. THESE RULES EXPLAIN GENERAL SAFETY ITEMS. ANY DISCREPANCY BETWEEN NASCAR RULES AND THOMPSON INTERNATIONAL SPEEDWAY RULES, THEN THOMPSON INTERNATIONAL SPEEDWAY RULES SHALL PREVAIL AS PUBLISHED IN THESE RULES.

FIRESUIT AND HELMET: A NASCAR APPROVED FIRESUIT AND HELMET. ALL HELMETS MUST MEET OR EXCEED SNELL SA90 APPROVAL. RACING GLOVES & SHOES ARE HIGHLY RECOMMENDED. FACE SHIELD OR ACCEPTABLE EYE PROTECTION MUST BE WORN. THE USE OF A HEAD AND NECK RESTRAINT SYSTEM IS STRONGLY RECOMMENDED.

SEAT: A COMMERCIALLY MANUFACTURED ALUMINUM RACING SEAT MUST BE USED. MINIMUM 3/8” BOLTS AND ½” WASHERS MUST BE USED TO SECURE THE SEAT TO THE FRAME. SEAT FRAMES MUST BE WELDED TO THE ROLL CAGE. HEADRESTS MUST BE PADDED.

SEAT BELTS: SEE RULE  6-4-2. SEAT BELTS MUST BE BOLTED TO THE ROLL CAGE WITH MINIMUM 3/8” HIGH QUALITY BOLTS. NO Y-TYPE SHOULDER BELTS. SHOULDER BELTS MUST BE MOUNTED TO BAR # 7 OR 7B. IN ALL DIVISIONS, SEAT BELTS MUST BE REPLACED AFTER 3 YEARS. DATE STAMP MAY NOT BE REMOVED. NO DATE, THEN BELTS MUST BE REPLACED. ANY BELT THAT IS FRAYED OR SHOWING SIGNS OF WEAR MUST BE REPLACED REGARDLESS OF AGE.

FIRE EXTINGUISHER: SEE RULE 6-4C. EXTINGUISHER MUST BE FULLY CHARGED.

WINDOW NET: SEE RULE 20J-3.2.3. NASCAR APPROVED WINDOW NET IS MANDATORY. WINDOW NET SUPPORTS MUST USE MINIMUM 3/8” STEEL ROD (NO THREADED ROD). A SEAT BELT LATCH MUST BE USED TO SECURE THE WINDOW NET AT THE TOP. MESH TYPE NET ALLOWED.

GLASS: WINDSHIELD AND BACKGLASS (IF ALLOWED) MUST BE MINIMUM 1/8” CLEAR POLYCARBONATE MATERIAL. NO HOLES IN REAR GLASS EXCEPT FOR JACKING BOLT ACCESS. NO DECALS ON BACKGLASS. INSTALLATION MUST INCLUDE TWO METAL MINIMUM 1/8” X 1” STRAPS OR BRACES MOUNTED BOTH INSIDE AND OUTSIDE OF GLASS.

ENGINE OIL SPECIFICATIONS: THE USE OF COMBUSTION ENHANCING OILS OR ADDITIVES IS NOT PERMITTED.

FUEL: SEE RULE  20J-15, 20J-16. FUEL ADDITIVES OR CATALYSTS ARE NOT ALLOWED. NO COOLING OR ICING OF THE FUEL. THE USE OF UNLEADED FUEL IS NOT PERMITTED. LIMITED SPORTSMAN & MINI STOCKS SEE SPECIFIC RULE IN THE LIMITED SPORTSMAN & MINI STOCK RULES.

FUEL CELL: SEE RULE 20J-16.1 THRU 20J-16.6. MINI STOCKS MAXIMUM EIGHT (8) GALLON FUEL CELL. FUEL CELL SUPPORT FRAME MUST BE MADE OF MINIMUM 1”X 1” X .065” STEEL TUBING. SUPPORT FRAME MUST HAVE THREE (3) FRONT TO REAR SUPPORT TUBES AND TWO (2) SIDE TO SIDE SUPPORT TUBES. THE TOP OF THE FUEL CELL MUST HAVE 2 MINIMUM 1/8” X 1” STEEL STRAPS. FUEL CELL MUST BE CENTERED IN THE CHASSIS AND AS FAR FORWARD AS POSSIBLE IN THE TRUNK AREA.

FUEL CELL CRASH BAR: A RE-ENFORCEMENT BAR, MINIMUM 1 ½” X .083”, MUST EXTEND BELOW THE REAR FRAME SECTION BEHIND THE FUEL CELL. THIS REINFORCEMENT BAR MUST BE AS WIDE AS THE REAR FRAME RAILS AND EXTEND AS LOW AS THE BOTTOM OF THE FUEL CELL WITH TWO (2) VERTICAL UPRIGHTS EVENLY SPACED BETWEEN THE FRAME RAILS AND ATTACHED TO THE REAR CROSS MEMBER. TWO (2) SUPPORT BARS, ONE (1) LOCATED ON EACH CORNER, MUST ANGLE UPWARDS AND BE WELDED TO THE REAR FRAME RAILS.

FUEL CELL VENT: SEE RULE 20J-16.4.2.

FUEL LINES: SEE RULE 20J-16.5.1.

FUEL SHUT OFF / BATTERY KILL SWITCH: THE FUEL SHUT OFF MUST BE ABLE TO COMPLETELY STOP THE FLOW OF FUEL. EITHER A MANUAL VALVE OR A VACUUMED CONTROL VALVE IS ALLOWED. THE BATTERY KILL SWITCH MUST COMPLETELY DISABLE THE BATTERY FROM ALL ELECTRICAL ITEMS. BOTH SWITCHES/VALVES MUST BE CLEARLY MARKED AND WITHIN THE DRIVERS REACH. SWITCHES/VALVES MUST ALSO BE ACCESSIBLE BY TRACK EMERGENCY CREW IN THE EVENT OF AN ACCIDENT OR FIRE. THE USE OF GLASS OR PLASTIC FUEL FILTERS WILL NOT BE ALLOWED.

MUFFLERS: MANDATORY! THE ONLY APPROVED MUFFLER IS THE LOBAK RCM 12” SPIRAL FLOW, PART# RCM251225 (MINI STOCKS, LTD. SPORTSMAN, LATE MODELS), RCM301230 (LATE MODELS, PRO STOCKS) & RCM351235 (PRO STOCKS, SUNOCO MODIFIEDS). ONLY ONE (1) MUFFLER PER EXHAUST PIPE. MUFFLERS MUST MATCH. END OF MUFFLER MUST BE LOCATED 6” FROM END OF EXHAUST SYSTEM. THE LAST 6” OF THE EXHAUST SYSTEM WILL BE FOR A TURN DOWN.  THE EXHAUST SYSTEM MUST EXTEND 6” BEYOND THE DRIVER’S SEAT AND MUST REMAIN UNDER THE CAR (EXCEPT MODIFIEDS).  MUFFLERS MUST BE REMOVABLE FOR INSPECTION. MUFFLER MUST REMAIN COMPLETE WITH ENDS AS PURCHASED. CHECK VALVE TUBES NOT ALLOWED IN ANY PART OF THE MUFFLER. NO LEAKS IN MUFFLER OR EXHAUST SYSTEM. ANY TAMPERING WITH MUFFLERS OR EXHAUST SYSTEM WILL RESULT IN DISQUALIFICATION AND LOSS OF ALL EARNED POINTS.

MIRRORS: ONE MIRROR MOUNTED IN THE UPPER CENTER OF THE WINDSHIELD/ROLLCAGE.

STEERING WHEEL: A NASCAR APPROVED QUICK RELEASE STEEL COUPLING ON THE STEERING WHEEL IS MANDATORY. THE CENTER OF THE WHEEL MUST BE PADDED.

NERF BARS: MAY BE USED BETWEEN WHEEL OPENINGS AT HUB HEIGHT. BARS MUST BE  ROUND OR SQUARE TUBING, MAXIMUM 1” X .125”  SKIN TIGHT TO THE BODY WITH NO SHARP EDGES, ANGLES OR POINTS. NERF BAR ENDS MUST BE TAPERED AND CAPPED. CARRIAGE TYPE BOLTS MUST MOUNT INWARD.

REAR SPOILER: IF ALLOWED MUST BE MOUNTED ON THE REAR OF THE TRUNK OR FOLLOW THE CONTOUR OF THE REAR PANEL. SPOILER CAN NOT EXCEED THE CONTOUR OF THE BODY AT THE BASE. TOP EDGE OF THE SPOILER MAY ONLY ANGLE REARWARDS A MAXIMUM OF ½”. NO SIDE GUSSETS, NO REAR VANES. SPOILER MUST BE CLEAR POLYCARBONATE MATERIAL. ONLY THE BOTTOM 1” OF THE SPOILER MAY BE STEEL OR ALUMINUM. NO DECALS ON THE SPOILER.

DRIVESHAFT / HOOPS: DRIVESHAFT MUST BE PAINTED WHITE AND MUST BE ENCLOSED BY TWO 360 DEGREE 2” WIDE BY ¼” THICK STEEL HOOPS. FWD CARS MUST PAINT THE AXLE SHAFTS WHITE.

ROLL CAGE: SEE RULE 20M-17.4. PER NASCAR DESIGN. ALL ROLLCAGE TUBING MUST BE MINIMUM 1 ¾” X .090”  ROUND MAGNETIC STEEL TUBING, UNLESS NOTED IN THE RULES. RIGHT SIDE DOOR BARS DO NOT HAVE TO BE CONVEXED. MIDDLE WINDSHIELD BAR MUST BE A MINIMUM OF 1-3/4” X .083”. MUST HAVE A REAR CRASH BAR. ALL BARS WITHIN THE DRIVERS REACH MUST BE PADDED.

************* POSITIVLY NO OFFSET ROLLCAGES ********************

ANY ROLLCAGE AND/OR ROLLBARS THAT ARE POORLY CONSTRUCTED, POORLY WELDED, HAVE INCOMPLETE WELDS OR IS RUSTED, WILL NOT BE ALLOWED TO RACE (OR PRACTICE) UNTIL THE CAR MEETS THE APPROVAL OF THOMPSON INTERNATIONAL SPEEDWAY OFFICIALS.

BALLAST WEIGHT: MUST BE IN SOLID BLOCK FORM OF NO LESS THAN 5 LBS BLOCKS. ALL WEIGHTS MUST BE SECURELY ATTACHED TO THE CAR WITH A MINIMUM OF TWO (2) ½” BOLTS. BALLAST WEIGHT IS NOT ALLOWED IN THE DRIVERS COMPARTMENT. ALL WEIGHT MUST BE PAINTED WHITE AND CLEARLY MARKED. ANY CAR LOOSING BALLAST WEIGHT OR FOUND WITH UNMARKED WEIGHT IS SUBJECT TO A FINE.

WEIGHTS & MEASUREMENTS: ALL MINIMUM HEIGHT & WEIGHT MEASUREMENTS ARE WITH DRIVER IN CAR.

CAR WEIGHT: MINIMUM WEIGHT MUST BE MAINTAINED AT ALL TIMES AND WILL BE TAKEN WITH THE DRIVER IN SEAT, BOTH HANDS ON THE STEERING WHEEL, FEET ON THE PEDALS (LEGS UNCROSSED) AND HELMET MUST BE ON DRIVER’S HEAD OR IN DRIVER’S LAP. LIQUIDS (GAS, OIL, ETC) OR DISLODGED PARTS OR BALLAST WEIGHTS MAY NOT BE ADDED TO THE CAR AFTER A RACE TO MAKE MINIMUM WEIGHT.

GROUND CLEARANCE: (RIDE HEIGHT) WILL BE CHECKED WITH DRIVER IN CAR. NO PART OF THE CAR INCLUDING BALLAST (EXCEPT MINI STOCK), BODY OR FRAME MAY BE LOWER THAN THE MINIMUM HEIGHT ALLOWED. VEHICLE MUST REMAIN AS IT WAS ON THE TRACK, IT MAY NOT BE LIFTED TO MAKE RIDE HEIGHT.

TREADWIDTH: ALL DIVISIONS EXCEPT SUNOCO MODIFIEDS MAXIMUM TREADWIDTH IS MEASURED FROM OUTSIDE BULGE TO OUTSIDE BULGE AT HUB HEIGHT.  SUNOCO MODIFIEDS TREADWITH IS MEASURED FROM OUTSIDE BEAD SEAT TO OUTSIDE BEAD SEAT AT HUB HEIGHT. 

TIRES: TRACK TIRE RULE WILL BE IN EFFECT. THE USE OF TIRE SOFTENER/CHEMICALS OF ANY TYPE IS NOT ALLOWED. SUNOCO MODIFIEDS, PRO STOCKS AND LATE MODELS MUST START THE FEATURE WITH THE TIRES THEY QUALIFIED WITH. TIRES CUT DOWN OR DAMAGED IN A QUALIFYING HEAT, MUST GET TECHMANS APPROVAL TO BE REPLACED FOR THE FEATURE. REPLACEMENT TIRE MUST BE A “USED” TIRE, NOT A SCUFF.

ENGINE COOLING SYSTEM: RADIATORS MUST REMAIN IN STOCK LOCATION. ALL CARS MUST BE EQUIPPED WITH A MINIMUM ONE (1) GALLON OVERFLOW CONTAINER. ONLY WATER CAN BE USED AS AN ENGINE COOLANT. THE ONLY APPROVED COOLANT ADDITIVE ALLOWED IS “WATER WETTER”.

AIR FILTER: ONLY A ROUND DRY PAPER MAXIMUM 4” (MODIFIED’S 5”) AIR FILTER ELEMENT ALLOWED. AIR FILTER MAY NOT BE SPRAYED OR SOAKED WITH CHEMICALS.

SPARK PLUGS: SPARK PLUG MUST MATCH TYPE OF HEAD BEING USED. GASKET TYPE HEAD MUST USE GASKET SEAT SPARK PLUG. TAPERED TYPE HEAD MUST USED TAPERED SEAT SPARK PLUG.

RADIOS: MODIFIEDS, PRO STOCKS & LATE MODELS- IT IS MANDATORY THAT AT LEAST ONE CREW MEMBER OR SPOTTER MONITOR THE TRACK FREQUENCY AND HAVE TWO-WAY COMMUNICATION WITH THE DRIVER FOR IMPORTANT INFORMATION FROM “OFFICIALS”. 

LIMITED SPORTSMAN & MINI STOCKS- THE USE OF A SCANNER TO MONITOR THE TRACK FREQUENCY AND RECEIVE INFORMATION FROM TRACK “OFFICIALS” ONLY IS MANDATORY. ANY DRIVER CAUGHT RECEIVING INFORMATION FROM ANYONE OTHER THAN AN “OFFICIAL”, WILL BE DISQUALIFIED FROM THE RACING EVENT.

TRACK FREQUENCY: 464.500

TRACTION CONTROL: OF ANY TYPE ARE NOT ALLOWED. ANYONE CAUGHT WITH A TRACTION CONTROL DEVICE, OPERATIVE OR NOT, WILL BE SUSPENDED INDEFINITELY AND LOSE ALL POINTS.

RECORDING DEVICES: CARS AND DRIVERS WILL NOT BE PERMITTED TO CARRY ANY TYPE OF ONBOARD COMPUTERS, MICRO-CONTROLLERS, PROCESSORS, RECORDING DEVICES, ELECTRONIC MEMORY CHIPS, TRACTION CONTROL DEVICES, OR DIGITAL READOUT GAUGES.

ILLEGAL ITEMS: ABSOLUTELY NO REMOVAL, ALTERATIONS, COVERING, AND ETC OF ANY CASTING, LOGO OR PART NUMBERS FROM ANY PART ON THE RACECAR. TO DO SO MAKES THE PART IN QUESTION ILLEGAL.
